Mountain Line Transit Authority (MLTA) Announces Participation in Nationwide Public Transportation Industry “Health and Safety Commitments” Program
MLTA joins over 100 public transit agencies across the country in signing on to the program
Morgantown, WV – MLTA has joined the American Public Transportation Association’s (APTA) “Health and Safety Commitments Program,” the public transportation industry’s overarching pledge to passengers that public transit systems are taking all the necessary measures to operate safely as the nation recovers from the COVID-19 pandemic.
The health and safety of passengers and operators is the most important priority for MLTA. Since the beginning of the pandemic, MLTA has worked tirelessly to keep riders safe from infection from the coronavirus. By signing on to the APTA Health and Safety Commitments Program with more than 100 public transit systems, MLTA and the public transit industry are actively working to instill confidence in riders that it’s committed to protecting their health and safety.
The Program was developed after asking transit users from across the country what measures would make them feel more confident riding public transportation amid concerns about COVID-19. From this research, the industry identified four key areas that transit systems need to address to earn riders’ confidence:
• Following public health guidelines from official sources
• Cleaning and disinfecting transit vehicles frequently and requiring face coverings and other protections
• Keeping passengers informed and empowered to choose the safest times and routes to ride
• Putting health first by requiring riders and employees to avoid public transit if they have been exposed to COVID-19 or feel ill
MLTA has pledged to meet these commitments by creating specific policies that are effective for our system, our riders, and our community. A key component of the Health and Safety Commitments Program is the shared responsibility of our system and our riders to follow the guidelines. Riders rely on us to follow these commitments, and MLTA relies on riders to protect themselves and other customers.

But getting there requires us to win back our ridership and encourage new riders to view public transit as a preferred mobility choice. We believe this commitment program will help do this.”
“The program being launched today is the public transportation industry’s pledge to promote sensible policies and practices designed to keep transit users and transit employees safe during the COVID-19 crisis,” said APTA President and CEO Paul P. Skoutelas. “It is a logical extension of the innovation and commitment we have been demonstrating for the past several months – and it makes the need for at least $32 billion in additional emergency funding that much more urgent and critical.”

West Virginia Transit Agency Makes Environmentally Friendly Choice with Cost-Cutting Propane Light Duty Buses Mountain Line Transit Authority operating five new clean fuel vehicles MORGANTOWN, W. Va. (September 17, 2026) — Mountain Line Transit Authority, a public transportation provider in Morgantown, West Virginia, is showcasing its safe, clean, economical light duty buses fueled with propane autogas. “Public transportation — like Mountain Line Transit — is, by nature, an environmentally friendly choice,” said Maria Smith, ceo for Mountain Line Transit Authority. “We want to take it a step further by operating clean vehicles, and propane is a natural choice because of where we’re located.” To fuel the five vehicles, Mountain Line installed a propane station onsite. The infrastructure was provided at no cost by Ferrellgas with a fuel contract. On average, propane autogas costs about 40% less than gasoline and 50% less than diesel. The ROUSH CleanTech Ford E-450 cutaway chassis is the only propane vehicle that has completed the Federal Transit Administration’s New Model Bus Testing Program (“Altoona Testing”), which allows transit fleet operators to access federal funds that cover 85% of entire alternative fuel vehicle cost with a 15% local match. “The cost to bring propane into our fleet was minimal,” said Smith. Mountain Line’s new propane vehicles will easily navigate the hilly terrain of the region as well as provide reliable cold weather performance during the winter months. Propane vehicles offer unaided cold-weather starts to -40°F and provide a quick cabin warm up. They also have a range of over 350 miles on a single fueling. Propane — which is classified as a clean energy source by the Environmental Protection Agency — is an American-made, recycled, reclaimed, recovered, reprocessed fuel. More than 90% of the United States propane supply is produced domestically. All of Mountain Line’s propane vehicles are certified to 0.02 grams per brake horsepower-hour and emit 90% less nitrogen oxide emissions than the EPA’s strictest standard. EPA and CARB measure NOx, particulate matter, non-methane hydrocarbons, carbon monoxide, carbon dioxide, methane, formaldehyde and nitrous oxide. Propane vehicles equipped with a ROUSH CleanTech fuel system are lower in all eight measured outputs by an average of 64%. “Mountain Line Transit’s decision to diversify its fleet with clean propane vehicles will reduce harmful emissions in and around this beautiful community,” said Todd Mouw, executive vice president for ROUSH CleanTech. “In addition to the environmental benefits, the agency will save big on both fuel and maintenance costs to help stretch its budget and taxpayer dollars.” More than 100 transit agencies around the U.S. operate propane vehicles, making it the leading alternative fuel for the industry.
