Mountain Line's Red Line Route to Change; Ames Mall Service Added
The Mountain Line Transit Authority is announcing a change in its Red Line Bus Route effective January 7, 2001. The Authority is also pleased to announce the addition of a new bus route named Ames/Mall. These routes will change service to the Suncrest and Star City areas. The new Ames/Mall route will provide service directly to the Morgantown Mall and the Ames Plaza in Star City from Evansdale, Beechurst, Downtown Morgantown and Westover. These service changes have been initiated after considerable review and opportunity for public comment, but the Authority asks all interested parties to forward any questions, comments or concerns for consideration and assistance directly to the Authority Offices. Anyone wishing to contact Mountain Line can call 291-RIDE (7433) between 7:00 a.m. and 6:00 p.m., Monday through Saturday or e-mail bus@busride.org. Route maps and schedules for the new services are also available at WWW.BUSRIDE.ORG or from any Mountain Line Driver. The Authority will also arrange for on-site visits for groups interested in any aspect of Mountain Line transportation services.

Mountain Line To Hold Public Hearing
The Mountain Line Transit Authority is announcing a public hearing to offer a proposed route change of the Red Line serving Suncrest and Star City. The proposed Red Line change will also add service to Chestnut Hill Apartments. Additionally, the Authority will present a proposed new service connecting Ames, Downtown Morgantown and the Morgantown Mall. The Public Hearing will be held on Monday, December 10, 2001 at 2:00 p.m. in the Monongalia County Senior Center on High Street. Public comment on the proposed service change is needed to evaluate the initial proposal and make any necessary modifications before the service is changed. Current riders and persons interested in public transportation are encouraged to attend the meeting.

Mountain Line Buses Not Running Thanksgiving Day

Hemerick Named Mountain Line Driver of the Month
The Mountain Line Transit Authority is pleased to announce its Driver of the Month, Mr. John Hemerick. Mr. Hemerick was the top performer of the 23 drivers evaluated for daily work performance in October. Performance evaluations included areas such as demonstrated driving skills, safety, public relations, assistance to fellow drivers and maintaining route schedules just to name a few. The Authority has employed Mr. Hemerick since May 3, 2000. Mr. Hemerick was also the Authority's April 2001 and July 2001 Driver of the Month. Mountain Line Ridership Up 59%
The Mountain Line Transit Authority wishes to thank the residents and visitors of Monongalia County for their patronage. Mountain Line's October ridership increased 59% over last October. Mountain Line ridership since July 1, 2001 is up more than 38% compared to the same four months last year. This extreme increase of an additional 26,190 passenger trips in 2001 makes a total of 93,758 passenger trips since July. Additional ridership increases in October included a 46% increase in senior citizen ridership compared to last year as well as a 21% increase in ridership among passengers with disabilities.
General Manager David Bruffy attributes a large portion of this success to a service contract with West Virginia University. Bruffy stated that 61% of this increase is due to new ridership generated through the WVU contract. Under the WVU contract, University students, faculty and staff can ride Mountain Line buses by showing their valid WVU identification card. The University is pre-paying Mountain Line $60,000 dollars for as many as 80,000 trips through August of 2002. WVU ridership to date has topped 16,000 trips.

Mountain Line Announces Football Saturday Schedule
The Mountain Line Transit Authority has completed plans to provide
Saturday transportation during WVU home football games. The Authority has
prepared a special bus schedule for 12:00 noon and 1:00 p.m. kick-off times.
Mountain Line will be running a normal morning schedule and will suspend service
at 10:00 a.m. on these days. Beginning at 5:25 p.m., bus service will resume
and make one trip on each route. Football Saturday schedules are available
from Bus Drivers, at the Garrett Street Depot or on-line.

Parker Exemplifies Mountain Line Service
The Mountain Line Transit Authority is pleased to announce its Driver of the Month, Mr. Michael Parker. Mr. Parker was the top performer of the 24 drivers evaluated for daily work performance in May. In addition to exceptional performance of his regular duties, Mr. Parker acted on his own in a manner that exemplifies the service attitude of Mountain Line employees. In a feat of service that added a personal touch, Mr. Parker went out of his way to assist one of his passengers. Mr. Parker was operating a van with a high step, making it difficult for one of his passengers to board. Unknown to anyone (except his passenger), Mr. Parker purchased a step stool, with his own money, to assist his passenger. Mountain Line learned of Mr. Parker's generosity and consideration when he purchased a second stepstool and asked his supervisor to request that this one not be removed from his vehicle. Apparently, someone had removed the first step stool to clean windows, not knowing its intended use. Mr. Parker is to be commended (as well as reimbursed) for his service-minded, customer-first attitude as just one example of the level of service Mountain Line employees provide to their patrons every day. Mountain Line To Start Downtown Trolley Service on Monday
The Mountain Line Transit Authority is pleased to announce a new, mid-day bus service to begin on Monday, June 4. Beginning at 10:30 a.m. on Monday, the Authority's Jitney Bus, a red and green replica of an electric streetcar, will begin its 15-minute trip from the MountainLair, through Downtown and finish in the Wharf District. The Trolley will immediately return to the MountainLair by way of Downtown in a thirty-minute loop. Two trolleys will be running every 15 minutes between 11:00 a.m. and 1:00 p.m. to accommodate the lunch crowd anticipated using the 25-cent ride. Additionally the Trolley, upon completion and occupancy of the facility, will serve One-Waterfront Place as the most southern addition of the Wharf District.
The Authority is very excited about this new service. This new route is being funded through a collaboration of private and public sponsors including Ali Baba, BB&T, the Book Exchange, the Chamber of Commerce, Chic N Bones, Citizen's Bank, the City of Morgantown, Glenmark, the Hotel Morgan, Huntington Bank, Main Street Morgantown, the Monongalia County Commission, the Morgantown Parking Authority, Platinum Properties, the Visitors and Convention Bureau, West Virginia University, the WVU Foundation and the Transit Authority. Mountain Line To Start Evening Service on Tuesday
The Mountain Line Transit Authority is pleased to announce new, evening bus service to begin on Tuesday, May 29th. Beginning on Tuesday evening at 6:00 p.m., the Authority will be providing direct trips between Evansdale, Downtown Morgantown and the Morgantown Mall. This hourly service will begin at Towers at 6:00 p.m., travel by Pierpont Apartments, Ruby Hospital, Willowdale, and Stewart Street to Downtown Morgantown. Thereafter the bus will travel through Westover to the Morgantown Mall. The one-way fare for this 30-minute trip from Evansdale to the Morgantown Mall is $0.75 cents and does not require transfers. The last trip leaving Towers is at 11:00 p.m. and the last return trip from the Morgantown Mall back to Downtown Morgantown and Evansdale will leave the Morgantown Mall at 11:24 p.m.
The Authority is very excited about this new service. This new route is in response to several passenger and community requests for evening service. This new service is being made possible through funds provided by the U.S. Department of Transportation's Tea-21 Commuter Access Program, secured by Senator Byrd. Chestnut Hills & Sabraton Bus Trial Service to Change May 18
At its April Board Meeting, the Mountain Line Transit Authority reviewed two trial bus routes put in place on April 23rd serving a number of group homes in the Morgantown area. The Authority concluded that one of the new services should be eliminated and the other reduced based on a lack of ridership and an average cost per passenger trip of nearly $19 dollars.
The Authority sent direct mailings, delivered trip information and made direct contacts at Unity Manor, Unity House, Friendship Manor, Chestnut Hills Apartments and individuals living on Sabraton Avenue and Richwood Avenue announcing the two new bus routes. Despite these efforts and several vocal requests for these services, there were only 120 trips in the first two weeks of service, costing the Authority $2,275 dollars or $18.96 per trip. The new routes provided trips directly to Ruby, Downtown, both Senior Centers, and the Mountaineer Mall from Unity House Apartments, Friendship Manor, and Chestnut Hills Apartments. Direct trips were also available from Unity Manor to either Evansdale or the Mountaineer Mall.
These new trips were provided at a reduced, one-fare cost of $0.75 cents, without a transfer or layover. Based on ridership data, the Authority will eliminate the new service to Chestnut Hills Apartments where only fourteen trips were provided in the two-week trial period. Chestnut Hills Apartments will continue to receive hourly service provided by the Gold Line. Additionally, the Authority will be reducing trips through Sabraton and the Mountaineer Mall to 10:00, 12:00 and 2:00, Monday, Wednesday and Friday. These service changes will go into effect on May 21st. It is the Authority's hope that these changes will make this new service affordable and provide the benefits requested by several passengers. The Board will review results of the reduced service at their June 13 Board Meeting to consider any additional changes. There will be three trips per day, Monday through Friday during a trial period. These trips will be 75 cents one-way, and their continuation will depend solely on use of the service. Trips from Evansdale directly to Ruby, Downtown, both Senior Centers, and the Mountaineer Mall will be possible from Unity House Apartments, Friendship Manor, and Chestnut Hills Apartments. Direct trips will also be available from Unity Manor in both directions. The fare for a one-way trip will be $0.75 cents, without a transfer or layover. The names of the new routes are Chestnut Hills and Sabraton/Mall.

Before being employed by the Authority, Mr. George served the public as a Driver for the City of Morgantown's Transit System beginning in February of 1990. Mr. Shultz has also been employed by the Authority, as a part-time Driver, since 1996. Mr. Shultz worked for City of Morgantown's Transit System as a part-time Driver beginning in November 1992 and is currently employed as a full time driver for the Monongalia County Board of Education. Mountain Line Creates Citizens Advisory Committee
The Mountain Line Transit Authority has created a Citizen's Advisory Committee to provide and foster meaningful public and user input to Mountain Line Administration and Mountain Line's Board of Directors. The role of the CAC will be to assist in the planning and monitoring of Mountain Line services, review any proposed changes in schedules, routes and other service aspects directly affecting bus system users. The CAC will be comprised of 21 members representing a broad spectrum of community interests. 10 of its members will be appointed by agencies representing business, tourism, persons with disabilities and the like with the remaining 11 members to be appointed from Mountain Line's current ridership.
Persons interested in serving a two-year term on the CAC are encouraged to call for an application (291-RIDE) or fill out an on-line application at www.busride.org. The CAC will meet on the third Wednesday of each month at a time to be decided by the Committee. All meetings of the CAC will be open to the public. Section 5311 Funding Application - PUBLIC HEARING
Notice is hereby given that the Monongalia County Urban Mass Transportation Authority (MCUMTA), located at 185 Garrett Street, Morgantown, WV 26505, is applying for a grant under the 49 U.S.C. Section 5311. MCUMTA serves all of Monongalia County with public, deviating fixed route transportation services. A general description of the grant proposal is as follows: MCUMTA is requesting the Grant Funds up to $600,000 to be shared with 50 percent Federal Grant Monies and 50 percent Local Match. If funded, this grant will assist in providing daily public transportation operations eligible under this grant program. In addition, should any 49 U.S.C. Consultant to Hold Hearing on Mountain Line Service
The Transportation Specialists Firm of Jenkins and Quinn is announcing a public meeting to review transportation services of the Monongalia County Urban Mass Transit Authority (Mountain Line). The meeting will be held on January 8, 2001 at 1:00 in the Monongalia County Senior Center located at 238 High Street in downtown Morgantown. The purpose of the meeting is to receive public input about transportation services for the disabled. Mr. Harold Jenkins will be available to receive comments, concerns and suggestions as a part of the firms State funded review of Mountain Line services. Information provided at the meeting will be considered in the formulation of a written report of findings to be presented in mid January.
Mountain Line will be providing supplemental transportation to persons desiring to attend the meeting. Mountain Line Service to Be Reviewed
The Mountain Line Transit Authority is announcing the beginning of a one-month study of their transportation service provision for the disabled. Based on continuing service delivery concerns expressed by the Monongalia County Commission, the Authority has requested the assistance of the West Virginia Division of Public Transit.
The Division of Public Transit has agreed to contract with an outside consultant to review Mountain Line's services. The Authority has requested the Division's assistance so that they can rapidly address any service delivery issues that might be identified through this neutral, third party review. The Division of Public Transit has selected the firm of Jenkins and Quinn from Johnstown, PA, to conduct the study.
Mr. Harold Jenkins, Principal of the firm, will be conducting the study and reporting his findings to the Division of Public Transit, Mountain Line and the Mountain Line service community. Mr. Jenkins will be reviewing existing service compliance with the Americans with Disabilities Act (ADA), previous service compliance with ADA and current and past ADA related complaints. Mr. Jenkins will be meeting with Mountain Line Staff and Board Members and will also speak with Morgantown City Council Members, the Monongalia County Commission, social service agencies, advocacy groups for the disabled, disabled riders, including those issuing complaints, and the general public.
Based on his service review, Mr. Jenkins will provide recommendations for improving service delivery. This study is scheduled for completion by January 15, 2001.

Mountain Line Buses Not Running Thanksgiving Day
MORGANTOWN, WV - The Mountain Line Transit Authority would like to remind riders that there will be no bus service on Thanksgiving Day, Thursday, November 23, 2000. Normal service will resume on Friday, November 24, 2000.
Brewer Hill Bus Service to Change
The Mountain Line Transit Authority is announcing a change in service for the Brewer Hill section of Star City effective on Monday, November 27, 2000. The Authority is placing the Brewer Hill area on a Call and Ride Status in response to heavy traffic volumes in the Star City area. The Brewer Hill section of Star City includes the North Main Street, Center Hill and Saratoga areas. Construction on the Star City Bridge has increased traffic in this area and this increased traffic often makes it impossible for buses to stay on schedule. This service change is being implemented to improve the timeliness of the Red Line (schedule) in the Star City area.
Designation as a Call and Ride neighborhood means that riders in that area will need to call (291-RIDE [7433]) for a pickup. Bus stop signs with pickup times have been posted throughout the Brewer Hill area. The times posted on those signs indicate actual pickup times at those points. Riders need to call the Authority at least 20 minutes prior to the printed pickup time on the bus schedule and bus stop signs and notify their bus driver when they want to be dropped off in that area. Roy Hunt Named October Driver of the Month
The Mountain Line Transit Authority is pleased to announce its Driver of the Month, Mr. Roy Hunt. Mountain Line Distributes Goodie Bags
The Mountain Line Transit Authority will be distributing reflective Trick or Treat bags to its riders on Monday and Tuesday in preparation for Halloween. All bus drivers will have a supply of the reflective bags on the buses and the Authority is encouraging use of these free treat bags for better visibility of the ghosts and goblins running the streets on Halloween. The Authority is also encouraging all Halloween participants to observe these additional safety guidelines on Halloween: never go out alone; walk in well-lit areas; be aware of cars in case they are not aware of you; make sure costumes allow free body movement and good visibility; and always have parents or other adults check treats before eating them.

The Mountain Line Transit Authority is pleased to announce the arrival of the first of its two flagship vehicles. The Authority has received its first Specialty Vehicle Trolley Bus provided through funding secured by the Honorable Senator Robert C. Byrd. These vehicles will be placed into permanent service as a shuttle connecting Morgantown's historic downtown district with the Wharf District along Don Knotts Boulevard and the Depot in Riverfront Park later this year.
The initial unveiling of the Trolley will take place this Saturday when the Trolley is placed into service as a football shuttle bus for the WVU-Notre Dame game. The Trolley will be serving the Morgantown Mall (Garfield's entrance) every thirty minutes until game time, beginning at 9:30 a.m. The Trolley will also be serving Downtown Morgantown (Met Theatre) every thirty minutes beginning at 9:45 a.m. Free parking and additional football shuttles are available at the Mountaineer Mall and the round-trip cost for all shuttles is $3.00. Mountain Line Adds Extra Service to Fight Traffic
Morgantown, WV - The Mountain Line Transit Authority will be temporarily adding additional service on its Blue and Gold shuttle between Evansdale and the Downtown Campus. This extra service will begin on Wednesday, August 23 at 12:00 noon to help with bus schedule delays caused by construction and heavy traffic. The Authority is encouraging anyone needing to travel between Downtown Morgantown and Evansdale to ride the bus.
The Blue and Gold loads at the County Health Department, below the Med Center PRT, at Bennett Tower (Rawley Ave. side) and anywhere along University Avenue, including Sunnyside, the MountainLair, the Depot and Spruce Street in Downtown Morgantown. The Blue and Gold leaves the Health Department every forty minutes beginning at 7:00 a.m. and departs from the Depot every forty minutes beginning at 7:20 a.m. The fare for the Blue and Gold is $0.25 cents one way. Transfers to the Blue and Gold from other routes are free.

Commission Appointee Takes Office as New Transit Authority President
MORGANTOWN, WV - The Monongalia County Urban Mass Transit Authority Board of Directors elected Dr. David Martinelli to the position of President of the Board for fiscal year 2000-2001. Dr. Martinelli takes over the post vacated by Jenny Dinsmore who served two terms (1997-1998, 1999-2000) as President of the Authority.
Dr. David Martinelli is an Associate Professor and Chairman of WVU's Department of Civil and Environmental Engineering. The Department is home of the Harley Staggers National Transportation Center as well as other transportation-related programs. Dr. Martinelli teaches transportation planning and design courses at both the graduate and undergraduate levels and has served as an investigator on numerous sponsored research projects. He is the 1998 recipient of the prestigious Collingwood Prize for a paper authored on the topic of busways.
Dr. Martinelli received his BS and MS degrees in Civil Engineering from Carnegie Mellon University and his Ph.D. specializing in Transportation Engineering from the University of Maryland. Dr. Martinelli was appointed to the Authority by the Monongalia County Commission and has previously served in the positions Chair of Operations and Vice President of the Board.

Effective Monday, February 7, 2000 the Mountain Line Transit Authority will be adding new commuter routes. New routes include three daily trips to the Fairmont Sam’s Club, Middletown Mall and High Tech Consortium, four trips per day to the Grafton Four Corners Rite Aid and four trips per day to the Hundred Senior Center through the western end of Monongalia County. The Hundred run includes new service to many Monongalia County areas including Wadestown, Blacksville, Core, Bowlby, and Maidsville. Fares for these new runs will be two dollars each way and discounted monthly, quarterly and yearly passes are available.
These new commuter routes are being made possible through funds provided by the U.S. Department of Transportation’s Tea-21 Commuter Access Program. Other participants in these new service runs include the CENTRA (Clarksburg) and FMCTA (Fairmont) public transportation systems. Connections with these systems will be available in Fairmont, Hundred and Grafton as a part of our mutual efforts to improve area access to North Central West Virginia.

Drivers will distribute new Gold Line and Red Line schedules to riders on the bus before the route changes go into effect on Monday. Riders can also call 291-RIDE (7433) for more information about these changes and they can find the schedules on this site.
Normal service will resume on Friday, November 26, 1999.
MORGANTOWN, WV – In anticipation of a large crowd for the West Virginia – Virginia Tech Football Game on November 6, the Mountain Line Transit Authority will reduce service on some routes before the game. This service reduction is being made in anticipation of heavy traffic which normally prevents timely running of these routes during home football games. The following Saturday runs will be eliminated on November 6 only: 1) all Gold Line and Red Line Routes from 10:30 a.m. through 3:00 p.m., 2) the Purple Line from 11:00 a.m. to 3:30 p.m., 3) the Blue Line from 1:05 p.m. through 2:15 p.m., and 4) the 2:00 Cassville Route.
If these schedule changes cause undue hardship on a Mountain Line customer, they are encouraged to contact Mountain Line as soon as possible for alternative transportation arrangements. Additional information or scheduling assistance is available Monday through Saturday, 7:00 a.m. through 6:00 p.m. at 291-RIDE (7433).
Effective Wednesday, October 13, Mountain Line Transit will redirect buses through Downtown Morgantown to provide 57 trips per day both to and from the Garrett Street Depot. These modifications are being made in response to requests from Mon Seniors and riders who asked for better service between Mountain Line’s Depot and Downtown Morgantown. Beginning on the 13th, the Blue Line, Blue & Gold Shuttle and the Tyrone Road bus will travel from the Depot to Spruce Street via Foundry up Lower High Street by the Post Office and will run the full length of Spruce Street. Designated stops on Spruce Street will include the Mon Senior Center and the City’s Public Safety Building. Trips from Downtown to the Depot will begin at the Court House Square at the front of the Senior Center. Schedules to and from the Senior Center are available at the front desk of the Senior Center and times to the Depot will be posted on the Court House Square.
An additional route modification planned for Wednesday includes a change on the Southside route. The Southside bus will no longer travel Ross, Grandview, Sherman, Webster, and Oliver unless requested by a passenger. Riders may request a pickup from that area by calling 291-7433.
One final modification scheduled to begin on Wednesday is an adjustment to the Tyrone bus route. These changes are a minor modification of the existing schedule to allow more time for traffic and route deviations. Drivers will distribute Tyrone schedules to riders on the bus prior to the changes scheduled for Wednesday. Riders can also call 291-7433 for more information about these changes and they can find the schedules at WWW.BUSRIDE.ORG.
New bus schedules will be available on the buses during the week of August 30 and changes are set to take place on Tuesday, September 7. New route tables and maps will also be available on this web site.

Blue & Gold Line Changes
MORGANTOWN, WV – The Mountain Line Transit Authority will change its
routes on Monday, August 9, 1999. Changes are being made to the system
as recommended in a 1998 City of Morgantown/Monongalia County Transportation
Study. Changes in Mountain Line services will include new service
and additional service on existing routes. Some of the major improvements
include:
MORGANTOWN, WV - The West Virginia Division of Public Transit presented
Mountain Line (Monongalia County Urban Mass Transit Authority) with seven
awards under the West Virginia Transit Excellence Program. The awards
were presented by the Secretary of Transportation, Sam Bonasso, and Division
of Public
Transit Director Susan O'Connell at the July 24th Annual Meeting of
the West Virginia Public Transit Association. Competitive awards were received
for the State’s Best Safety Program, Best Overall Marketing Program, Best
Management Innovation, and 1999 Outstanding Transit Manager. Mountain Line
also received special
recognition from the State for its Board of Directors for their service
and dedication to improve public transportation in Monongalia County. Special
recognition was
also given to Mr. Albert E. Fiorini for his invaluable assistance to
the Mountain Line Transit Authority. An additional Community Hero award
was issued to Mr.
Thomas Montague for his actions in the line of duty.
Mountain Line again emphasized safety in 1998 as a major organizational
priority. In an effort to provide efficient, effective and safe transportation,
Mountain Line
developed special resources to use as training devices for Drivers
and Staff. Mountain Line hired three (3) Student Interns to review all
written safety procedures
and provide employee training. The featured work of this effort was
the development of a comprehensive training film covering the topics of
drug and alcohol safety,
accident safety procedures and general personnel policies and procedures.
Using this new training device, Mountain Line is now able to provide initial
training to all
new hires in these critical and safety-sensitive areas before they
ever get behind the wheel of a Mountain Line vehicle.
In addition to winning the Best Safety Program Award for the second
year in a row, several Mountain Line Drivers were presented Awards for
Accident Free
Driving. These Awards will be presented to Drivers at the Authority's
August 11 Meeting of the Transit Authority at the Garrett Street Depot.
Mountain Line was also recognized by the State for its Best Overall
Marketing Program. Mountain Line produced a variety of public information
and advertising
pieces in 1998 in an effort to keep our riders informed and up to date
on our service improvements.
The State Division of Public Transit also awarded Mountain Line with
the Best Management Innovation Award for use of a $50 dollar shareware
program. This
inexpensive solution helped reduce overtime personnel expenditures
by nearly 80%, savings of more than $20,000 dollars in public funds.
The final award issued by the State was an award for a local Community
Hero. A Mountain Line Driver and Shift Supervisor, Mr. Thomas Montague,
was given this
prestigious award for his actions and public service while on duty.
In late November of 1998, after witnessing a single vehicle accident on
an early morning, rural
route, Tom assisted the accident victim out of her overturned vehicle
in freezing water. Mr. Montague then notified authorities, secured the
accident scene and
directed traffic for over 30 minutes while waiting for help to arrive.
MORGANTOWN, WV – Due to the planned closure of Willey Street on Tuesday, June 29, the Stewart Street/Sabraton Mall routes and the Tyrone/Over Cheat routes will detour in the following manner:
Stewart Street/Sabraton Mall – Leave the Courthouse via Brockway Avenue to Route 7, to Mineral, to Richwood Avenue, turning at Mario’s Fishbowl and continuing the regular route.
Tyrone/Over Cheat – Leave the Courthouse via Brockway Avenue to Hartman Run Road to the Mileground, across the Mileground and down Easton Hill to U.S. 119 to Canyon Road at Dairy Mart and continuation of the regular route from there.

Through a cooperative agreement between the Monongalia County Health Department and the Mountain Line Transit Authority, the County Health Department Building located just off Elmer Prince Drive will become the new Northern Hub for Mountain Line Transit. This coordinated effort will provide better access to health services while offering the benefit of a sheltered environment for Mountain Line bus riders.
Initial contact for this coordinated effort was made by County Commission President John Pyles and has been well received by both organizations. Mountain Line is enthusiastic about the opportunity to work with the Health Department in this effort and looks forward to expanding the relationship to provide better access to health care for County residents.
Implementation of transportation services is scheduled
for late summer of this year with the objective of being operational before
the beginning of the WVU Fall Semester. For more information about

Board Members Jenny Dinsmore and James Caravasos attended a Natural Gas Fleet Vehicles Workshop in Flatwoods yesterday and represented Mountain Line as they were recognized for participation in the U.S. Department of Energy’s Clean Cities Program. The Transit Authority received this recognition for its recent addition of two, natural gas vans to its vehicle fleet. These two, fifteen passenger Dodge vans are dedicated natural gas vehicles and were purchased by the WV Division of Public Transit for use by Mountain Line. The West Virginia Development Office, the U.S. Department of Energy and the West Virginia Natural Gas Vehicle Coalition sponsored the Workshop.
Mountain Line’s vans were on display at the workshop along with other new, factory-manufactured vehicles for attendees to inspect. Mountain Line will use the new vehicles to augment existing services and to provide service expansion for commuters and other special community needs. Mountain Line will keep detailed records on the maintenance needs of these two clean air vehicles for comparison with similar gasoline and diesel engine vehicles. Local fuel costs for natural gas vehicles are as low as $0.75 cents per gallon-equivalent and Mountain Line expects significantly lower engine-maintenance-expense with these two new vehicles. The Monongalia County Commission has scheduled a public forum for residents who are or may be using the Mountain Line Transit Service and may have special physical needs. In a desire to comply with all state and federal laws pertaining to persons with disabilities and accommodate our County residents as best as possible, we have scheduled this forum on Wednesday, April 21 at 3:30 p.m. in the Dining Room on the second floor of the County Senior Center located at 238 High Street.

Mountain Line's Board of Directors voted unanimously to provide free transportation for Monongalia County residents on April 27th, Election Day. As a principal funding agent of Mountain Line, the Authority voted unanimously to continue the practice of free service for Morgantown City Council elections. The Authority reaffirmed its earlier pronouncement that free transportation on election day is a good use of local tax dollars and serves to support the democratic process in Monongalia County. The Monongalia County Urban Mass Transportation Authority (MCUMTA) is seeking proposals from qualified firms or individuals to provide vending machine services to the Authority beginning July 9, 1999 or before.
The purpose of the project is to provide vending machine services to the general public at the Mountain Line Depot located at 185 Garrett Street, Morgantown, WV 26505.

Mountain Line's Board of Directors voted unanimously to provide free transportation for Mon County residents on election day. The Board considered this community service during their October 14 Board Meeting. Board consensus was that free transportation on election day would be a good use of local tax dollars and would serve to support the democratic process in Monongalia County. Riders will still be required to exit the bus at the end of each route and political solicitation of any kind is strictly prohibited.

The Monongalia County Urban Mass Transit Authority (Mountain Line) and the Morgantown office of the WV Department of Health and Human Resources (DHHR) are pleased to announce initiation of their new Welfare to Work Transportation Plan for Monongalia County. In cooperation with the DHHR, Mountain Line will provide personalized transportation services for individuals enrolled through the local DHHR office.
Under this new, cooperative program, West Virginia Works clients needing transportation services in Monongalia County will be referred to Mountain Line by their DHHR Case Worker. Mountain Line will prepare individual transportation plans for each client, prepare a fixed cost for that service at the lowest possible prevailing rate, and submit the individualized transportation plan to the client's DHHR Case Worker for approval.
Upon approval of the transportation plan by DHHR, Mountain Line will issue a WV Works photo identification card for each approved participant. The Mountain Line ID will provide the DHHR Client with transportation to the DHHR prescribed destination(s) on the pre approved schedule. Through this program, DHHR Case Workers will have the flexibility to readily prescribe training programs, interviews or other activities they deem necessary while being assured that their client will receive reliable and dependable transportation services. Clients will get where they need to go, when they need to be there.
In addition to the obvious client benefit of this Works program, participants will receive an exciting, additional transportation benefit. Approved clients may use the Works ID for additional, free transportation service on any Mountain Line fixed service route. This means clients can ride the bus to job interviews, trips to the grocery store, and for any other purpose the client might choose - all at no additional cost to DHHR or the recipient. Mountain Line is offering this additional benefit to show our commitment to this effort and provide support to the WV Works Program and its participants. By providing this subsidized service, Mountain Line's intention is to help those who trying to help themselves.

Two major changes will go into effect for the Southside and Mountaineer Mall route. The first change will include a reversal of the Southside and Mountaineer Mall every other hour. The Dorsey Avenue to Madigan sections will be reversed so riders no longer have to come to town and then catch another bus to get to the Mall. The second change is the addition of the Grandview Avenue area. This added service area will cover Ross Street to Grandview, Sherman, both ends of Grandview, Charleston to Webster, and Webster to Oliver. Buses will begin the Grandview run (going to the Mall) at 7:15 a.m., 9:15 a.m., 11:15 a.m., 1:15 p.m., 3:15 p.m., and 5:25 p.m. Grandview runs going downtown will start at 8:35 a.m., 10:35 a.m., 12:35 p.m., 2:35 p.m. and 4:35 p.m.
The Baker's Ridge Road service will be added to the Vanvoorhis Road route. The bus will turn onto Baker's Ridge Road at 8:55 a.m., 11:25 a.m., 1:55 p.m., and 4:25 p.m. and will turn around at MonPointe and travel directly back to Vanvoorhis and continue its run downtown.
The Vandervort Drive service will be added to the Star City run on the way to Mon General Hospital. Stops at the Vandervort Drive MonPointe location will be made at approximately 7:15 a.m., 8:25 a.m., 9:15 a.m., 10:25 a.m., 11:15 a.m., 12:25 p.m., 1:15 p.m., 2:25 p.m., 3:15 p.m., 4:25 p.m. and 5:25 p.m.

MORGANTOWN, WV - The West Virginia Division of Public Transit presented Mountain Line (Monongalia County Urban Mass Transit Authority) with three awards under the West Virginia Transit Excellence Program. The awards were presented by the Secretary of Transportation, Sam Bonasso, and Division of Public Transit Director Susan O'Connell at the August 13 Annual Meeting of the West Virginia Public Transit Association. The Awards were for the Best Safety Program, Most Creative Single Marketing Program and Best Overall Marketing Program.
The Best Safety Program Award was presented for two new policies initiated by Mountain Line in 1997. The first policy provided a set of field guidelines for drivers to follow so that they can act independently without worrying that management will admonishment them for their actions. This policy provides five management guidelines for drivers to follow: 1) Safety First, Always, 2) Customer Convenience and Comfort, 3) Efficiency and Cost Savings, 4) Public Appearance and Show and 5) Employee Convenience and Comfort. The second policy mandates that all full-time employees take their vacation days each year to rest and recuperate. Past practice had allowed drivers to receive money in lieu of days off.
In addition to winning the Best Safety Program Award, several Mountain Line Drivers were presented Awards for Accident Free Driving. These Awards will be presented to Drivers at the Authority's September 9 Meeting in the Public Safety Building. Awards will be presented to Bill George, Ron Gatian, and Rosalynn Witherspoon for one year of accident free driving. Awards will also be presented to Karen Dalton, Roby Collins, David Beckner, Joe Shultz, Mike Walls, Joe Hess, Jim Huffman, Janet Jackson, Vern Jamison, Clyde Lowe, Tom Montague and Harold Ralston for two years of accident free driving. Many of the two-year Award Winners have been accident free for several years, but the awards only consider service to Mountain Line, newly created in 1996.
Mountain Line was given the State Award for the Most Creative Single Marketing Project for its continuous loop commercial which ran on Century Cables Public Access Channel 3. Mountain Line was also awarded for the Best Overall Marketing Program in the State for its Internet Home Page (www.busride.org), the Channel 3 commercials, "future rider" programs in which the "Barney Bus" visited area schools and daycare centers, took the kids for a ride and told them about Mountain Line bus services.
The original concept behind the bike racks was based on Mountain Line's new location at the Garrett Street Depot. Mountain Line plans to begin operations from the Depot in January 1999 and construction on the Caperton Trail is slated to begin in 1999. This ideal location will allow trail users to catch the bus, take their bike and enjoy the Trail without running the hazards of busy streets or trying to find a convenient parking space.
Morgantown residents and visitors may notice bicycles in the bus racks

to demonstrate the operation of the new bike racks and to let the public
see how the bike racks work. So check out the new bike racks, get
