CALL TO ORDER:

 

The Transit Authority Board Meeting for September 14, 2005 was called to order at 6:05 P.M.

 

READING AND APPROVAL OF MINUTES (July 13, 2005)

 

Jenny Dinsmore made a Motion to accept the July 13, 2005 Board Meeting minutes. Larry Calemine seconded the Motion.

PRESENTATION

 
A.     August 2005 Driver of the Month

 

The Board announced the Authority’s August 2005 Driver of the Month, Mrs. Mary Rogers. The Board also recognized Bob Lee, Terry Lewis, Ricky Gordey, Don Cummings and Bill Smith for their outstanding performance during the month of August 2005.

Monthly Data Summaries/Correspondence

 

The General Manager stated that the passenger trips for August 2005 were 39,103 and were up 11 % compared to August of 2004, and were even for total passenger trips for

calendar year 2005. Disabled passenger trips were down 3 %, senior passenger trips were down 18 % and West Virginia University “Ride with I.D.” was up 15 %. For the month of August the Transit Authority traveled 58,783 miles, made 16,343 schedules, answered 86 Rail Trail questions, answered over 2,806 phone calls and had 230,476 hits on the web site.

 

The General Manager stated that the employees hired during August include Steve Reese for the position of full-time Driver, Thomas Bennett full-time Driver, Allen Fitzgerald full-time Driver, Bernard Ehrhart full-time Driver, Larry Murray full-time Driver, J T Martin as Marketing Intern, Ann Cox part-time Receptionist for the depot, and Paula Wildi part-time Receptionist for the depot.  

 

FINANCIAL REPORT:

 

A.     Approval of the July 2005 Monthly Financial Report

 

Larry Calemine Made a Motion to accept for audit the Financial Report as presented for July 2005. Kevin Buckley seconded the Motion.

B.     Approval of the August 2005 Monthly Financial Report

     

Larry Calemine Made a Motion to accept for audit the Financial Report as presented for July 2005. David Flynn seconded the Motion.

C.                 Audit Committee Recommendation for Fiscal Year 2004-2005 Audit Proposals

 

Jenny Dinsmore Made a Motion to accept the Audit Committee’s recommendation to select Tetrick and Bartlett             PLLC to conduct the audit for Fiscal Year 2004-2005. Asel Kennedy seconded the Motion.

OLD BUSINESS:

 

A.     Maintenance Facility Update

 

The General Manager stated that the parking lot gates are not working, a digital sign still needs to be installed, parking lot bumpers need to be fastened down and some finishing details need to be completed. The bus lift has been ordered and training has been received on the heating and air conditioning system.

B.     WVU Service Agreement Update

 

The General Manager stated that West Virginia University has requested to add to its the service agreement with Mountain Line Transit by adding two more buses to the Campus PM Service for Thursday, Friday, and Saturday.   

 

C.     The District Agreement Update

 

The General Manager stated that The District Route averages 500 passenger trips per day on. The District has dropped the daytime Saturday service and exchanged it for a Late Night service that runs from 9:00 PM to 3:00 AM Thursday, Friday, and Saturday.

 

D.    Medicaid Services Update

 

The General Manager stated that the Medicaid per trip fee has been decreased from $10.00 per one way trip to $9.00 per one way trip as of September 1, 2005. The pay rate for mileage was $.75 per mile and will be decreased to $.66 per mile as of September 1, 2005. 

 

E.     Annual Transit Association Meeting Recap

 

The General Manager stated that Mountain Line Transit Authority had received seven awards at the West Virginia State Annual Transit Association Meeting. Mountain Line’s Safety Program received the State award for its on-site training program. The Authority was also awarded for Best Management Innovation for its work with Geographic Positioning Systems. Mountain Line’s day trip program, which featured inexpensive group trips to nearby attractions, won the award for the Best Community Project. The Division of Public Transit selected Mountain Line’s Maintenance Program as the best in the state, and named Harvey “Toby” Hayes as the State’s “Best Maintenance Employee of the Year” for 2004.  The State also recognized Mountain Line’s efforts for increasing ridership by 17% from 2003 to 2004. Mountain Line Transit’s General Manager, David Bruffy, received a Good Transit Neighbor Award.

 

NEW BUSINESS:

  

A.     In-Touch & Concerned Lease Agreement

 

The General Manager stated that he had reviewed the lease agreement with Joyce Adams of In-Touch & Concerned. A copy of the agreement was included in the Transit Authority Board packet for their review. The General Manager recommended that the lease agreement be reviewed year to year.

 

Asel Kennedy Made a Motion to give the General Manager the authorization to enter into a one year lease agreement with In-Touch & Concerned. The contract will be reviewed year to year for the rental of office space at the Westover Facility. David Flynn seconded the Motion.

B.     Grand Opening Ceremony (November 17)

 

The General Manager stated that the Grand Opening Ceremony for the New Maintenance Facility will be held November 17, 2005 at 11:00 AM.
