CALL TO ORDER:

 

The Transit Authority Board Meeting for December 14, 2005 was called to order at 6:00 P.M.

 

READING AND APPROVAL OF MINUTES (November 09, 2005)

 

David Flynn made a Motion to accept the November 09, 2005 Board Meeting minutes. Larry Calemine seconded the Motion.

PRESENTATION

 
A.      November 2005 Driver of the Month

 

The Board announced the Authority’s November 2005 Driver of the Month, Mr. Paul Gutta. The Board also recognized Jake Cress, Tom Jones, Jim Huffman, Terry Lewis, and Bobby Dille for their outstanding performance during the month of November 2005.

Monthly Data Summaries/Correspondence

 

The General Manager stated that the passenger trips for November 2005 were 44,231 and were up

27 % compared to November of 2004, and were up 12 % for total passenger trips for the calendar year 2005 compared to calendar year 2004. Disabled passenger trips were flat, senior passenger trips were down 12 % and West Virginia University “Ride with I.D.” was up 70 % compared to November 2004. During the month of November the Transit Authority traveled 68,897 miles, made 3,450 schedules, answered 84 Rail Trail questions, answered over 2,621 phone calls and had 217,000 hits on the web site.

 

The General Manager stated that the personnel changes during November include the hiring

of Randy Maple for the position of full-time Driver, and Tim Hines was hired as a Ticket Data Entry Clerk. The Transit Authority also accepted resignation from Bernard Ehrhart as a full-time driver.

 

FINANCIAL REPORT:

 

A.      Approval of the November 2005 Monthly Financial Report

 

The General Manager stated that the Transit Authority had not received payments since July 1, 2005 form the Federal Government, because of this the General Manager is going to request that the Transit Authority Board establish a $ 120,000.00 Line of Credit.

 

Asel Kennedy requested that the Line of Credit be established at a different bank in order to keep it separated from the other Transit Authority accounts.

 

Jenny Dinsmore requested that the members of the Transit Authority Board be given a report on the cost of the new Grey Line service. The cost of the additional employees, buses, and other expenses incurred because of the new service.

 

Asel Kennedy Made a Motion to accept for audit the Financial Report as presented for November 2005. Jenny Dinsmore seconded the Motion.

B.     Establish $ 120,000.00 Line of Credit

 

Jenny Dinsmore Made a Motion to table Establishing a $120,000.00 Line of Credit until the January 11, 2006 board meeting. Asel Kennedy seconded the Motion.

OLD BUSINESS:

  

A.     Grey Line service update

 

The General Manager stated that for the month of November the Grey Line had a total of 333 passenger boarding’s with fare box income of $6,400.00. The Transit Authority has received the operating permit number from the Pittsburgh International Airport, and the Grey Line can now service the airport. 

 

NEW BUSINESS:

  

A.     Request for Donation from State Police F.O.P. Lodge

 

The General Manager stated that he had received a request for a donation from the State Police F.O.P. Lodge.

 

Bob Roberts Made a Motion that the Board denies the donation request from the State Police

F.O. P. Lodge because the Transit Authority is funded by City, County, State and Federal money. Jenny Dinsmore seconded the Motion.

Asel Kennedy and James Manilla requested that establishing a Donation Policy be put on the agenda for the January 11, 2006 Transit Authority Board Meeting.

 

B.        Citizen’s Advisory Committee Appointment

Nickolas E. Hein to the Citizen’s Advisory Committee. Larry Calemine seconded the Motion.

C.     Distribution of updated information on the West Virginia Ethics Act

 

The General Manager gave all of the Mountain Line Transit Authority Board Members a copy of the West Virginia Ethics Act pamphlet.
